The clamp keeps the tube from going in further, but what keeps it from rotating? Is there a piece of something clamped in there on the rear side to keep it from rotating? If. It looks like there is a little shim in there. Maybe they fixed that inside the seat tube somehow, got a smaller seat post, and clamped them together.
