You want it not fully shielded by conductive materials--which may include carbon fiber.  So inside a cloth seat bag, taped under the seat, etc.  I have a bluetooth module for my Di2 that I put inside the handlebar (close to the plastic bar end) since that was a place that some people have used successfully to hide it...but it did not work for me.
